Pre-Completion Inspection

A structured inspection before legal completion where the applicable process permits it.

Independent evidence before legal completion

A CheckSure Pre-Completion Inspection gives you an independent, organised record of visible concerns before legal completion, where the developer process permits an inspection. It can help you raise clearly located observations with supporting photographs before handover.

Where the New Homes Quality Code applies, CheckSure uses the relevant current New Homes Quality Board pre-completion checklist for a house or apartment.

Who this inspection is for

This service is for a buyer whose developer permits an inspection before legal completion and who wants a suitably qualified professional to apply the relevant checklist.

When to arrange it and how access works

Ask the developer about its pre-completion inspection process well before the anticipated completion date. The developer normally controls the appointment, site contact and safety arrangements, and the home must be sufficiently complete and safe to enter.

Provide the plot address, specification, choices or extras and any known variations where available. CheckSure will confirm whether the proposed access and timing are suitable before the booking is finalised.

What CheckSure typically inspects

The applicable New Homes Quality Board checklist controls this inspection. Typical examples may include:

  • Internal finishes, decoration and visible workmanship.
  • Doors, windows, ironmongery and joinery.
  • Kitchens, bathrooms and fitted items.
  • Accessible plumbing, sanitary fittings and visible services.
  • Heating, ventilation and installed controls where available and safe to operate.
  • Accessible external areas and installed features included in the service scope.

These examples are illustrative rather than a contractual checklist. An item can only be considered where it falls within the applicable checklist, is present, accessible and safe to inspect or operate on the day.

External areas and fresh turf

Fresh turf, incomplete areas or unsafe ground may need to be viewed from paths or boundaries. The report will identify any resulting limitation.

What you receive

You receive an organised reporting pack designed to make the findings easy to understand and submit through the developer’s stated process. It includes:

  • A detailed Full Report with numbered observations, locations and photographs.
  • An Action Required Report focused on the items that may need attention.
  • A response schedule to help record the developer’s reply.
  • Clear notes about anything that could not be inspected.

Reports are normally issued within 24 hours after the inspection has been completed and the undisputed balance has cleared. This is a service target rather than a guaranteed deadline. Read the complete Inspection Key Facts.

Important inspection information

CheckSure will inspect as much of the applicable checklist as the property, access, utilities, conditions and safe normal operation allow. This is a visual, non-invasive inspection rather than a structural survey or specialist safety certification.

The checklist is not intended to delay or prevent completion. Obtain legal advice about contractual concerns and read the Terms of Business for the complete service boundaries.

Pre-Completion Inspection questions

Can I carry out the inspection myself?

Where the process permits it, a buyer may use the checklist. New Homes Quality Board guidance explains that it was designed for a suitably qualified professional.

Can the inspection delay completion?

The checklist is not intended to delay or prevent completion under the notice to complete. Ask your legal adviser about any contractual concern.

Should the utilities be connected?

Available electricity, water, heating and ventilation allow more meaningful checks. Anything that cannot be safely operated will be recorded.
